The Shangpu incident broke out on the morning of Feb 22. Li Baoyu, the then village head, reported to the township government of Mianhu and claimed to have been assaulted by six masked men that morning, which the local police later verified to be a complete fabrication. Li then mustered scores of thugs to the village and ended in a clash. Prior to the incident, some of the villagers challenged Li on two occasions on the land lease contract concluded on Jan 17 between Li and Jiexi Wanfeng Investment Co Ltd. The villagers believed that the deal was done under the counter. Both challenges led to violent rows. Four villagers were injured and 29 of the intruders’ vehicles were smashed with two cars being burnt up during and after the clash. According to the outcome of the Jiexi county government’s investigation, fight for the right to contract the farmland and thugs’ intrusion into the village triggered the collision Li Baoyu colluded with Wu Guicun and called together dozens of gangsters to take vengeance on the villagers after his attempt to transfer the farmland was frustrated by the latter. The county government’s information office has launched a webpage (http://www.jiexi.gov.cn/) on the incident since March 8 so that media can get easy access to the latest development.
